Prof. Grigorii Vazov, PhD

Prof. Grigorii Vazov is Executive Director of VUZF Lab and President and Rector Emeritus of VUZF University.

He served as President of VUZF University from 2005 to 2017, as Rector from 2008 to 2021 and as Chairman of the Board of Trustees from 2002 to 2017.

He has been also member of the Fiscal Council of the Republic of Bulgaria and Member of the Supervisory Board of DZI, part of KBC Group since 2015.
Prof. Vazov was Secretary General of the Council of Rectors of the Higher Education Institutions in the Republic of Bulgaria.

    He served as Advisor of the Minister and Deputy Minister of the Ministry of Industry and Commerce from 1991 to 1994. He was Chair of the Board of Directors of “Balkanbank AD” (1992-1994). He served as member of the Board of Directors of the International Investment Bank, the International Bank for Economic Cooperation and the Bank Consolidation Company from 1991 to 1994. Prof. Vazov had two terms in office as Dean of the Faculty of Finance and Accountancy of the University of National and World Economy, Sofia, (1998- 2010).

    Since 1994, he has been manager of the consultancy company Vazov Institute Ltd, operating in EU projects.

    His scientific interests are in the field of Macro-Economics, Finance Theory, Corporate Finance, Management theory, where he has more than 100 publications, including autonomous monograph, three textbooks, a series of articles, scientific reports, reviews and works.

Boyko Atanasov

Boyko Atanasov has been acting as Chairman of the Financial Supervision Commission (FSC) since 15th March 2019 after his election by the 44th Bulgarian National Assembly. Under his management the Commission executes extremely strict supervision over the supervised entities in the three main areas – Capital Market, Insurance and Social Insurance, focusing its activity on consumer protection and stability of the non-banking financial sector.

In the beginning of 2017 Mr. Atanasov was Deputy Minister of Finance and in October 2017 he became part of the leadership team of the FSC, after having been elected Deputy Chairman of the Financial Supervision Commission in charge of the Supervision of the Investment Activities Division.

Mr. Boyko Atanasov started his professional career in the tax administration, where he occupied various management positions in the period 1996 – 2013. From 2013 to 2017 he was Executive Director of the National Revenue Agency (NRA), launching NRA as one of the leading revenue administrations in Europe, and deepening its integration to e-government.

Principal Expert, Risks & Financial Stability Department, EIOPA

Sandra Hack is a Principal Expert at the Risks & Financial Stability Department of the European Insurance and Occupational Pensions Authority (EIOPA). She is responsible for, amongst other areas, all EIOPA activities around insurers’ financial reporting. Previously, she managed EIOPA’s pension policy team which is dealing with a wide range of topics related to prudential and supervisory issues in the area of private pensions in Europe.

She joined EIOPA in 2011 as a Senior Expert on Valuation responsible for EIOPA’s work on the valuation of assets and liabilities for the purposes of Solvency II. Furthermore, she is EIOPA’s accounting expert with various engagements at European and international level regarding the development, endorsement and enforcement of IFRSs. Before joining EIOPA from 2007 to 2011 Sandra worked for the International Accounting Standards Board (IASB). Her main responsibilities lay in the project on Insurance Contracts where she led the global outreach activities. Before joining the IASB, Sandra was a lecturer for international accounting at Technische Universität Berlin and a technical advisor in the accounting policy departments of DZ BANK and Ernst & Young’s National Offices. Prior to that, Sandra held several posts in national standard-setting, consulting services and external audit. Sandra gained her master’s degree in Business, Economics and Social Sciences at Universität Hohenheim.

Evelina Mitenova, CFA, MBA, is a Chair of the Management Board of BASPSC since December 2018.
Ms. Evelina Miltenova has established herself professionally in the field of financial sector and investments, having gained in-depth knowledge and many years of experience in banking area and asset management business with focus on the capital markets. During her professional career of over 20 years, she has held management positions in international banks in Bulgaria, incl. ING Bank and Raiffeisenbank (Bulgaria) EAD, where she worked 12 years as Executive Director and Member of the Management Board.

As an established financial expert, in her activity she has always been closely connected with the development of the pension industry in Bulgaria having particular responsibilities in the banks for the pension institutions.

As head of Insurance Europe’s personal and general insurance department, Nicolas Jeanmart contributes to global and European debates affecting the non-life and life insurance sectors.

He is also involved in the discussions on financial stability, with a particular focus on the question of systemic risk in insurance. Prior to joining Insurance Europe in November 2010, Nicolas worked for the European Savings Banks Group (ESBG), where he held various positions, culminating in four years as head of the banking supervision and economic affairs department. This position entailed notably the responsibility for representing the interests of Europe’s savings and retail banks in the discussions on global bank capital requirements frameworks (Basel II and Basel III).

During his time at the ESBG, he also acted as the secretariat for various working groups and committees of the European Banking Industry Committee, the platform representing the entire European banking industry.

In his earlier career he provided consultancy and training services, primarily to the financial sector, in Belgium and Luxembourg.

Nicolas is a Belgian/French national. He holds a master’s degree in business engineering, as well as degrees in European integration and development and in computer sciences.

Professional experience and background

Bernard Delbecque is Senior Director for Economics and Research at the European Fund and Asset management Association (EFAMA). Bernard is a member of ESMA’s Group of Economic Advisers. He has served as a member and Vice-Chair of EIOPA’s Occupational Pensions Stakeholder Group (OPSG) since April 2016 and he was appointed for a second term in the OPSG, starting on 4 September 2018. Prior to joining EFAMA, Bernard was a policy advisor to the Belgian Minister of Finance and previously he worked as an economist at the International Monetary Fund in Washington. Bernard holds a Ph.D. in economics from the University of Pennsylvania in Philadelphia, and he also teaches economics courses at the Catholic University of Louvain in Belgium.

    Motivation

    As part of hisresponsibilities at EFAMA, Bernard is in charge of developing EFAMA’s position on pension issues, in cooperation with EFAMA members. In this context, he has participated closely in the discussions in the field of pensions for more than fifteen years, including with regard to the IORP Directive. He has also played aleading role in the development of EFAMA’s proposal to create an EU-Single Market for personal pensions, and the publication of two reports on this important subject, in 2013 and 2015.

    Bernard’s rich experience in economic policy formulation at national, European and international level and his expertise in the area of pensions have prepared him well to contribute to the work of the OPSG.

    Till June 2016 he has been Director of AEIP, an advocacy based organization which represents through its members, roughly 1,200 Social Protection Providers covering 75 million EU citizens, and managing 1,5 trillion € assets (about 2 trillion $). Francesco has been following for more than 10 years the policies on EU competition law; healthcare services; the obstacles and potential benefits in setting up cross border employee benefits within Europe; the legal aspects of setting up social protection plans at company and multi-employer level.

    As an expert, he has been also a member of the European Commission’s Pension Forum.
    In March 2015, Francesco got a Doctorate degree in European law. His Ph.D dissertation project assessed the legal feasibility of a Pan-European employee benefits plan.

Hristina Pendicheva represents Bulgaria in the negotiation process in the Council of legislative proposals in the field of capital markets, sustainable finance and pension funds. During the Bulgarian Presidency of the Council of the European Union in 2018 she chaired the PEPP Working Party in the Council. Mrs Pendicheva also represents Bulgaria in the MSEG on Sustainable Finance. Martin Ramharter is a Senior Legal and Policy Advisor in the Austrian Ministry of Finance. He is a member of the Expert Group for Banking Payments and Insurance (EGBPI) and represents Austria in Council Working Groups (e.g. IDD, PRIIP, PEPP). During the Austrian Presidency of the Council of the European Union in 2018 he chaired the PEPP Working Group and led the Council´s delegation in the Trilogues. Currently, he works on the Solvency II Review, Insurance Recovery and Resolution and Sustainable Finance.

Before joining the Ministry of Finance Martin was a Research Associate at the Institute for Civil and Commercial Law of the Vienna University of Economics and Business (WU) and at the Austrian Supreme Court. Martin Parkes, Managing Director, is a member of BlackRock’s Global Public Policy Group based in London. Martin is responsible for engaging with policy makers and BlackRock’s clients on policy and regulation relating to investor protection and distribution, retirement and fund structures in the EU and the UK. He chairs the Investment Association’s International and European Policy Committee and is a member of the AMF’s Post Trade Consultative Committee. Prof. Dr. H. van Meerten, (1974) is a professor European Pension Law (funded by Gak) at Utrecht University and a Dutch bar admitted lawyer.

He deals with EU Pension Law.

Hans has extensive knowledge of the various aspects of EU-legislation and processes. One of his special areas of expertise is the EU legislation regarding pensions and the cross-border activities of financial institutions. He focusses mainly on the IORP II and the PEPP.

Hans wrote and invented as a civil servant the legislation regarding the Dutch DC IORP,

the Premium Pension Institution (PPI). He was also involved in the Brussels negotiations on the Services Directive, the IORP I, the Solvency II Directive and the EU Treaty negotiations of Nice and the European Constitution.

Per 4 September 2018 he is a member of the OPSG of EIOPA where he deals with various pension and financial issues.

Michele Siri is a full professor of Business Law and holds the Jean Monnet Chair on European Union Insurance and Financial Markets Regulation at the Department of Law of the University of Genoa. Since 2020 he is the director of the newly established Jean Monnet Centre of Excellence EUSFIL – European Union Sustainable Finance and Law. He is also an adjunct professor of Financial Institutions and Markets Law at Bocconi University in Milan.

He has published widely in the fields of insurance and financial services law and acted as an adviser to the Italian Supervisory Authorities with a special focus on European Union policy initiatives. He has been a member of the Consultative Working Group for Investor Protection & Intermediaries Standing Committee (IPISC) at ESMA – the European Securities and Markets Authority in Paris (2017-2018). Currently, he has been appointed in 2018 by EIOPA, the European Insurance and Occupational Pensions Authority, as a member of the Board of Appeal of the European Supervisory Authorities.     Dr. Nickolai Slavchev also delivered a series of lectures in International Retirement Provision Relations at the VUZF University in Sofia. He has more than 50 publications in the national and international press (including IPE magazine, Global Pensions, XPRIMM, Pensions International etc.).

    In 2006 he received a Honorary Award by the Bulgarian Industrial Capital Association for exceptional contribution to the improvement of the Bulgarian social and economic environment.

Prof. Dr. Virginia Zhelyazkova  is vice-rector for education and quality management in VUZF University since 2013, director of research unit “Finance and Financial Management” at the Laboratory for Scientific and Applied Studies of VUZF University, lecturer in “International finance”. “Financial Risk Management” and other subjects in the area of finance in the same university.

She has teaching experience from the International Faculty of the University of Sheffield City College, and between 2013 and 2016 serves as Financial National Contact Point (NCP) for European Commission’s Horizon 2020 for Bulgaria.

To date, Virginia Zhelyazkova has combined academic expertise with 12 years banking experience. She has been working for Postbank in Bulgaria since 2006, where since 2011 is acting as Environmental Officer of the Bank in charge of the implementation of its environmental policy.

Assoc. Prof. Radostin Vazov, PhD, is Vice-Rector for European Projects and Further Education of VUZF University and Head of „Insurance“ Department. He also teaches in the disciplines Public Finance, Basics of Finance, Corporate Finance, Public Finance and Tax Management, Risk Projects Financing, Strategic Management for Entrepreneurship, Entrepreneurship and Innovation. He is a member of the editorial board of the “Money and Culture” magazine (since 2008) and the e-magazine Mathematics + (2015). Assoc. Prof. Vazov has specialized in South Bank University and London School of Economics and Political Science. In 2014, he defended a dissertation to acquire an educational and scientific rank „doctor“.

Assoc. Prof. Radostin Vazov is managing and participating in many European projects in the field of entrepreneurship and innovation. He is a member of organizing and program committees of scientific forums in Bulgaria and abroad. He has many publications on entrepreneurship, innovation, insurance and risk management.

Teodora Lazarova has graduated at Sofia University „Sv. Kliment Ohridski “ in bachelor’s degree in Psychology. She holds two Master’s degrees on Organizational Behavior and Counseling of the Organizations and on Business Administration at the same university. She successfully defends a dissertation exploring the link between leadership styles, organizational climate and teamwork at the Institute for Population and Human Studies at the Bulgarian Academy of Sciences. In 2018 she acquires the academic position „Associate Professor“ at VUZF with her monographic work „Innovative Management of Human Resources“.

Assoc. Prof. Teodora Lazarova has 13 years of professional experience and more than 9 years of academic experience. The disciplines she teaches at VUZF, the University of Sheffield, NBU, UNWE, NSA, and Adam Smith’s Management College are in the field of human resource management, leadership and business psychology. From 2015 she is a certified Blackboard consultant for Bulgaria. She is a lecturer at the program for building administrative capacity, conducting trainings of many municipalities and public sector institutions. She has participated in dozens of international conferences in Bulgaria, Serbia, England, Ireland, Denmark and Malta.

Prof. Lyubka Tsenova graduated from the Faculty of Law of the Sofia University „St. Kliment Ohridski „. She has defended her doctoral dissertation at the Institute for State and Law at the Bulgarian Academy of Sciences. She graduated post-graduate specialization in „Labor law“ at the Law Faculty of Sofia University „St. Kliment Ohridski „. She has 30 years of teaching experience in higher education institutions. She has taught at Dimitar A. Tsenov Academy of Economics – Svistov, in Free University and Southwest University“ Neofit Rilski “ – Burgas. VUZF has been a lecturer since 2007 on International Tax Law and Labor and Social Security Law. She is the scientific supervisor of PhD students.

She has worked as an expert in the Chief Tax Directorate of the Ministry of Finance, the Legislative Council of the Ministry of Justice and as head of department and Director of the Legislation and European Law Directorate of the National Assembly.

She graduated from „St. Kliment Ohridski“ Sofia University, where she defended her doctoral thesis on „Optimization modelling in sustainable development research“ in October 2011. Since January 2012, she has been a part-time lecturer at the Higher School of Insurance and Finance (VUZF), as well as an honorary university lecturer at the International Faculty of the University of Sheffield, UK. Since February 2014 Julia Dobreva was chief assistant professor at VUZF, and in March 2016 she was elected Assistant Professor. An Wouters is a phd-researcher at Utrecht University. Her research focusses on the question whether principles from European consumer law can resolve problems of second and third pillar pension consumers in the Netherlands.
An comes from the field of pensions. Prior to her appointment at university An worked in a legal, aritmetic and administrative capacity at several pension providers, a pension insurer and the Dutch Tax and Customs Administration. Together with Hans van Meerten, as a fellow,  she has published several articles on the topic of PEPP.

PhD researcher at Utrecht University and consultant at Westerbrink

Jorik van Zanden is a PhD researcher at Utrecht University and a consultant at Westerbrink. His research focusses on consumer protection for pensions in both the occupational and individual pillars from a legal comparative point of view. At Westerbrink, he is a member of the PEPP knowledge centre.

Prior to his employment at Utrecht University and Westerbrink, Jorik was a pensions specialist and public policy specialist at Fidelity International. Before that he worked as a policy advisor in the office of Rapporteur Sophie in ‘t Veld, where he specifically focused on the PEPP-file. Together with prof. dr. Hans van Meerten, he wrote several articles on the PEPP including a chapter in the handbook EU pension law.

Jorik holds a masters degree in civil and liability law as well as a masters degree in company and labor law.

Snezhana Yotinska holds a Master’s degree in Macroeconomics at the University of National and World Economy (UNWE), Sofia. She has over ten years of professional experience as an university lecturer and ten years of experience in the field of Bulgarian capital market.

From 1996 to 2006 Snezhana Yotinska was an assistant professor and senior assistant at the Department of Economics at the UNWE. She has held seminars on the disciplines of Microeconomics, Macroeconomics and European Economic Integration of students, full-time and part-time, Bachelor’s degree. In the period 2007-2016, she was also a part-time lecturer at the same department.

From 2005 to 2015, Snezhana Yotinska held the position of Investor relations director at public company FairPlay Properties REIT. For the period January – November 2019 she has performed the same functions at Park REIT.

At present she is an Investor relation director at Bulgarian Stock Exchange and PhD student at the University of finance, business and entrepreneurship (VUZF), Sofia.
